Regarding Scheduled blackouts in english

Why all the panic?

Due to lack of electricity (by stopping Thermal and Nuclear Power plants) TODEN(Tokyo Electric Power Co.)made an announcement on the 14th, 5:00PM to execute "scheduled blackouts" in parts of IBARAKI and SHIZUOKA prefecture. By 6:30PM, they added CHIBA and YAMANASHI prefecture, and in result, confused media and consumers

The initial plan was to divide the above regions into 5 groups, and start a 3 hour blackout from 6:20AM on the 14th. Instead, executed the blackout from the afternoon, only in partial areas of the 5th group.

TODEN expected a need for 41million watts of electricity on the 14th, but instead, required only 34million watts. TODEN explained that this was due to many people and company cooperating in power saving.

However, blackout was been executed at the 5th group, and because information was not open to public of whether this was going to happen or not, hospitals and stations went in Panic.

TODEN's announcement made from the night of 13th to 14th morning time, were rather confused, going back and forth on whether they were going to execute the blackout in area of 1st group. The railway confusion caused on the 14th, were somewhat influenced by TODEN's news release, which ended in stopping many people's traffic.

The government has expressed complaint towards TODEN's publicity. However it seems that the current procedure of deciding a blackout is too complicated. Staffs from TODEN are stationed to stay at Natural Resources Agency within METI(Ministry of Economy, Trade and Industry), to collaborate with TODEN and receive final calls from the Prime Minister Palace.

 MLIT(Ministries of Land, Infrastructure, Transport and Tourism) has asked the Natural Resources Agency to remove all railway related companies from possible blackouts. However as electricity is controlled by substations, and not railway stations, this may not be a realistic option.
